Start with the number of players, because that affects how much RAM you need more than anything else. Two to five friends on vanilla fit on 4 GB, ten players with plugins need 8 GB and a public server with plugins and fifty players online needs 32 GB. Next, look at what you want to run on your server. Plugins on Paper or Purpur add a little, a modded server with Fabric or Forge mods adds more, and a large modpack from CurseForge or Modrinth can need three times the RAM of a vanilla server, or even more.
